Power won't come on motherboard

did you plug in the 4 pin connector if it has one? did you put the on/off button wires on the mobo?did you install the cpu correctly? is the motherboard shorting? is the power supply faulty? is the motherboard bad?

How do I tell if it's shorting out?
 
their might be some sparks at times... the motherboard is touching the case. just take the mobo outta the case and set it somewhere (like a desk) connect everything back and thats it,... just dont set it on a metal surface :D

That's not what's happening, I've tried that. It worked for a moment with an old PSU but now it won't come on at all. The PSU I'm trying to making work with has some sort of smart power thing on, could this be the cause?
