somewhat. dsl is slower then cable and dial up is slower then both

I already knew that, i asked if its up the the internet you have DSL, cable, whatever, determine your speed or does your computer also play part in it

im on 2mb cable broadband (my neighbour has 20mb im gonna try it on his later)

Found a good server for my phone,

HSDPA Tethered with my phone (I found some servers with alot lower ping, but speed was slower)
My phone has fast internet :p:p:p:p

im quite disgusted with my isp now...we're now paying $70 a month for this(were getting advertised download but a quarter upload) :

That's the case on most if not all cable/DSL connections. T1/T3 for instance has the same download an upload.

thats not due to the linitations of cable, its due to the ISPs capping uplodads for home users to prevent them running servers, the reason they dont do it with T+ is because running servers is the main use of it.
