It's ran Windows 2000 on it's last legs before retirement before. Seems fine. But if you're such a "old tech" guy and want to run 3.1, then get a 486.
I am, actually. A Pentium 1/MMX, an Am5x86 (see profile picture,) or a 486DX4.
Windows NT 3.1-3.51 is litterally incapable of running on a Pentium 2/Pentium Pro or higher. A Pentium MMX will do it just fine.

OK, I should clarify. "To install Windows NT 3.5 [And Windows NT 3.51, I know, I tried it.] on a computer that has a sixth-generation or later x86 processor,[14] one has to modify files on the installation CD-ROM.[2]" Okay, that was from the Wikipedia article, but I don't have the technology to edit the data on a CD-ROM directly. But no 486, a Pentium MMX is fine.
