The text in the top bar tells you the file location. Something called FileVDWW Version 6 in your startup folder. Some quick googling and I couldn't identify the program.
Looks like it's running some type of NET Framework update or something. Does that program name sound familiar? If not I'd probably get rid of it.
Well, I found that FileVDWW into that folder on disk C. I scanned that folder 'Startup' by windows 10 antivirus, but it doesn't show it's something wrong. I made a couple of screenshots of properties of that FileVDWW with tabs 'General' and 'Details'. Well, I checked out a task manager and I even don't know. Maybe that FileVDWW connected to a VPN which I installed not so long time ago. I downloaded that VPN with a torrent. What's about it?Look in the startup tab in task manager and see if it's listed there. Usually this means you have a program installed that requires net framework software.

I would start in safe mode and run a virus/Anti-Malware scan just to be sure nothing malicious is installed or made it's way on your pc and if you're still concerned enough then I would check any recently installed programs/updates that might've been done recently
A user from Tom's hardware had a similar issue with regasm (which looks like is being used in your cmd screenshot)
They had luck disabling something called nyan and nyanp in task scheduler but didn't say where specifically
If I were to guess it may be somewhere under .NET
I wouldnt do that first though, if at all, since it's unclear exactly what those do
Also if it's not causing a problem and a virus/Anti-Malware scan turns up empty it may be more trouble than it's worth
