I have a 7900GT on a 500W PSU. 450W for the 7950 should be enough. Stay clear of Ati cards, they are real power guzzlers. I think you would be better off getting the 7900GT or the 7950 as the 8600GT's performance will be definitely below the 7900GT.

How much is the Asus 7950GT 512MB better then the ATI X1950PRO 256MB? Is there really a difference?

The 7950GT is better than the X1950pro, to equal a 7950GT a ATI would be a X1950XT

You just have to look at both cards, the X1950XT sports a HUGE copper heatsink and fan assembly while the 7950GT just has a puny fan that cools the GPU. This will tell you something about the heat generation of each card. Also if you want to overclock the Nvidia card will definitely leave its ATi counterpart in its wake.
