A slightly over simplified answer hehesimply buy a fan for it...they are very inexpensive, and far from hard to install.
Simply play around with it to find a good way to cool it off, and make sure it dosnt really interfear with tyhe air flow...

Can you provide me a link that says I can plug an NVSilencer5 R3 onto my X1900XT? (the reason i bolded NV was because NV is for nVidia, Arctic Cooling labels ATi compatible ones as ATI Silencer)?? yes you can.
