I would call your manufacturer or check their site. You're going to have to find drivers for you HDD so that it will boot when installing the new OS. You can load them in the beginning of the install, or you can go the advanced route and slipstream them into the disc.

Yeah building a rig yourself is much more cheaper, and you can get a lot more for the price range if you go at it yourself. Just keep that in mind.

So you checked your power and it is on key. My next step would be to check the board while it is running, is there a green light on the board, are the fans all running? do they cut off? There could be a possible short leading the system to malfunction. I would try the above steps and reboot.

Downloading an anti-virus like Malwarebytes and running it in safe mode. You can install it in safe mode and run it. You should be able to get the newest definitions too.

It seems like something is wrong with your system file "explorer" which runs the desktop basically. I would try to reboot and see what that gives you. I would also try booting into safe mode and doing a virus scan to make sure nothing is wrong on that end of things.

It seems that the repair guy has just put in another HDD and hasn't installed an OS. Is the HDD listed under BIOS? Did your PC come with a backup disc or anything of that nature. You can most likely request another CD from your manufacturer for a small fee or free.
