600W Atx PSU problem? HELP!

I never even touched thoes guys.. had no idea what they were for lol. Does that seperate the backplate from the MOBO? Wow I feel stupid..
 
Yeah if theres one under the board where theres no hole that can short out or ground the board, only put them under where the screw holes are in the board.
 
Not really, Ive had people bring them to me that way and after putting them where they go it would fire up(just grounded the board)! But some have shorted out the board. But it would be worth a try and see.
 
I just found/fixed another little thing.. with still no result (didnt try the standoffs yet):

My gfx card needs to be plugged into my PSU.. duh. Did it with no results.
