Best cooling without water or phase change...

I tried a TEC device one time. It worked very well, I have water cooled systems as well, and I would say they are probably better than passive water cooled. However, you won't need to use the heat in winter. The units are HOT. I mean really hot and your AC wont ever seem to cool the room your in during the summer. It can't be good for the rest of your gear in your box.
