Can I upgrade my cpu

You can still get the free upgrade to windows 10, it's just not advertised. I would actually save money for a better system.
 
For a new cpu, motherboard and ram it will be about 600 or so. I new system will be about 1150 and that's using my current gpu. However my current system already has a 1060 gpu which runs great and a new psu. So it's hard to see spending all that for my cpu
 
You can get a new CPU, RAM, and Mobo for probably closer to 400-450. The 1060 like you said is fine and you can likely reuse most of your other components.

If you're not in a hurry to spend money just wait another year or two and you'll see much bigger gains for your money invested, particularly if it's only a few games struggling.
