Strange Mouse and Keyboard Problem, Help!

I'm intrigued. So it happens with all the computers in your house, even with different keyboards and mice? If you take your computer elsewhere it still does it on your computer, but your mouse and keyboard works fine on there computer?

Yes, even with different keyboards and mice. It works the same in other house i tried in, so is not a electric house problem.

Is this your monitor BenQ XL2411T. If so I read this in a review about it.
(The HDMI port is really only there for connection to consoles as the port controller is limited to 60Hz at the monitor’s native resolution)

Try changing it to 60Hz and see what happens. Which doesn't explain the other computers.
