yes. ESD= Electro Static Discharge band. If static passes from you to a component, you may have fryed the part. Like a MOBO comes in that funny bag. Its called an ESD bag. Its there for a very important reason. and ESD ban prevents static from you to go to the part. cost like, $5.
The best value lies in air cooling, I think water cooling is just a rip off, they are very noisy in my experience, and there is so many things that can go wrong.
Well yes. But you wear it on your wrist. There is a line with a clamp on the end that you clamp onto a metal part of the computer that connects you to the computer thus grounding you.
I have never had a problem with static. Of course you store your motherboard, RAM, video card etc in antistatic bags but when you're installing them just touch the case, it will ground you and static isn't a problem anymore.
