I only read your first post.. what it sounds like to me is.. You enabled wireless security, or mac address filtering and forgot to add yourself into the list OR you forgot to put the WEP key into the connection. So that means no connection.

How many other people are on it when it is lagging? Does it happen at specific times? Like when you start the computer... or 8:00pm at night? Is it a secured network? Could you have people mooooching your internet connection?

Cant add another modem. Yes the signal strength being increased will make your connection faster.. OR make it wired.
