Looks like it was the CPU and RAM, PSU and MOBO seem to be working fine. I'm gonna order E5440 or X5460 Xenon and some new ram and leave it at that.

You can't go wrong with a Noctua CPU cooler. I personally use it on my OC'd e8400 which hits 4.2ghz on 1.312v and temps are very low.

Do some cable management like FuryRosewood pointed out. Did you apply the thermal paste evenly. Check your bios and see if your CPU cooler is running at the same speed it's suppose to. If all fails just get a Noctua CPU Cooler and watch your temps plummet.

Looks like I fixed the problem looks like my MBR had a problem I rewrote the MBR code and it fixed the problem. Will run Combofix and see what caused the MBR to change.
